The schedule of fees shall be on file in the city secretary’s office and updated as the city council finds necessary to amend or revise such fee schedule. Such amendment shall not require amendment of an ordinance and shall be accomplished by revision of the schedule in the manner approved by city council. The date of the council’s approval of each such amendment or revisions shall be noted on the revised fee schedule. Copies of the schedule of fees shall be made readily available to all citizens and persons desiring a copy of the same, and shall be provided to any person who may be subject to or affected by such schedule of fees.
