There is hereby established a water committee for the purpose of serving the citizens of the city.

The city water committee is established for the purpose of serving the citizens of the city by assisting the city water superintendent in establishing and maintaining a water quality program and assisting in developing long-range plans for maintenance, protection, and improvement of the city water system.

The committee shall be composed of five (5) members who shall be residents served by the city water system. The committee shall be appointed by the members of the city council and confirmed by a majority vote of the city council.

The appointment of members shall be based upon a geographical division of the city, the city being divided into five (5) geographic sections. Each council member is assigned a specific geographic section from which his appointment will be drawn from the population within said geographic section. Water committee members will be appointed for a term of two years and the terms will run concurrent with the term of the council member who made the appointment. Initial appointment shall be for the remaining term of the council member appointing the member.

Removal of a committee member shall be accomplished by a three-fourths majority vote of the city council.

At the first meeting following city elections each year, the committee shall elect a chairperson, vice-chairperson, and secretary. The chairperson shall preside over all meetings of the committee and shall have the duties normally conferred by parliamentary procedures. The vice-chairperson shall act for the chairperson in cases of absence. The secretary shall keep minutes of the meetings, records of the proceedings, correspondence, notices and other duties as delegated by the water committee.

The water committee shall have the authority to adopt rules concerning the procedures and conduct of its meetings. The rules must include the following:
(1) 
Meeting times. Regular meetings are to be held at the city hall. At least one regular meeting shall be held each month. Meetings will be open to the public and notice of the meeting’s time, date, and agenda must be posted at the city hall at least 72 hours prior to the meeting date.
(2) 
A majority of the membership of the water committee shall constitute a quorum.
(3) 
The number of votes necessary to determine a question shall be a majority of those present, a quorum being present.
(4) 
All decisions and recommendations made by the water committee shall be made at meetings open to the public, and a vote taken at such meetings and duly recorded.

(a) 
The water committee shall have the power and duty to assist the city water superintendent in the design, development and maintenance of a water system quality program. The goal of this program shall be to insure that customers of the water system be supplied the highest quality water service possible within the fiscal restraints of the city.
(b) 
The water quality program shall include:
(1) 
A system for quantifying customer complaints. This system would provide a mechanism for capturing, reviewing, and quantifying (counting) customer complaints with emphasis on providing city management information on problem cause, geographical proximity, and problem resolution.
(2) 
A system of procedures documenting the correct and approved processes associated with the various activities related to the treatment, storage, and distribution of city water.
(3) 
A system for reviewing the established procedures in an orderly manner to insure procedures reflect the most current knowledge and techniques.
(c) 
The water committee shall also assist the water superintendent by working in conjunction with the planning and zoning commission in establishing five (5), ten (10), and twenty (20) year plans detailing strategic plans for city water supply service requirements and means to meet the requirements. The water superintendent, in concert with the water committee, shall present and recommend courses of action to the city council. Adoption of recommendations shall require a majority vote of the council members.

The water committee is restricted by the following:
(1) 
Water committee members must not interfere in or with normal everyday operations of the water department.
(2) 
Meetings with the water superintendent must be scheduled in advance.
(3) 
The committee will not incur expenses for the city without prior consent and approval of the city council. This includes but is not limited to securing consultants or other engineering expertise.
