A reserve police force is hereby established. The reserve police force shall be under the supervision of the chief of police, subject to the ordinances of the city, the laws of the state, and the laws of the United States.

All reserve policemen shall be of good moral character and subject to a background investigation before their appointment to the force. Each appointment shall be approved by the city council.

All reserve policemen shall take the oath as prescribed by law and after such oath shall be issued a commission.

All reserve policemen shall wear the uniform as prescribed by the department and shall wear a badge that will have the word “Reserve” or the letter “R” to designate their position.

While said officers are on duty and under the direct supervision of a regular police officer of the city, they shall have the right to carry and use firearms to the same extent as a regular police officer, but no authority is given under this division to permit reserve officers to carry firearms when they are off duty.

Each reserve policeman shall be required to carry his own injury, disability or hospitalization insurance. No salary will be paid.

All reserve police officers must fulfill the minimum training established by the state commission on law enforcement officer standards and education or such other training required by the chief of police.
