All annexation or disannexation of property by the city shall
be conducted in accordance with chapter 43 of the Local Government
Code, as amended.

The city council shall not initiate any annexation that requires
a three-year annexation plan as provided for in Tex. Loc. Gov’t
Code chapter 43, subchapter C, Annexation Procedures for Areas Annexed
Under Municipal Annexation Plan.
