(a)
Unlawful use of bicycles, skateboards, scooters, skates, or horses.
The following acts shall be prohibited and no culpable mental state shall be required for proof of violation: It shall be unlawful for any person to use or ride a bicycle, skateboard, scooter, skates, or allow horses on the sidewalks or gazebo on or surrounding the town square. For purposes of this section, the "town square" is that portion of the central business district of the city which is bounded by Main Street, Jefferson Street, Liberty Street, and Washington Street, extending one block in each direction from the aforementioned streets.
(b)
Penalty.
Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined, except as otherwise provided herein, in a sum not to exceed five hundred dollars ($500.00) for each offense, and a separate offense shall be deemed committed upon each day during or on which a violation occurs or continues
