(a) 
Rules for operation of the city swimming pool and park are hereby established as follows:
(1) 
Park restrooms shall be locked at 11:00 p.m. or thereabouts at the direction of the police chief and unlocked at 8:00 a.m.
(2) 
Motorcycles, water bikes and bicycles in the park shall be confined to the driveways and bicycle racks.
(3) 
Park and recreation equipment, including tables and chairs, should not be loaned to anyone or removed from the premises.
(4) 
The rules for private parties at the swimming pool are as follows:
(A) 
Sponsoring organization must pay a use fee in an amount set annually by the park advisory board.
(B) 
Sponsoring organization must pay cost of lifeguard.
(C) 
Parties cannot conflict with regular pool hours.
(D) 
The park board will recommend rules and regulations for the pool operation. Also the board will interview, set pay scales, and recommend the part time employees used to operate the pool. The board will recommend dates and hours of pool use.
(5) 
Season passes will be sold at the city hall by the city secretary.
(6) 
All other facilities at the park shall be on a first come first serve basis.
(7) 
The little league and girl scout teams shall have priority use of the park baseball fields.
(8) 
No person shall operate, propel and/or ride any type of skateboard, roller skates, roller blades, bicycles, all-terrain vehicle (ATV), utility vehicle (ATV) or other similar devices on any sidewalk, basketball court, tennis court or walking trail.
(9) 
No person shall drive any motor vehicle, motorcycle, motorbike, motor scooter or other motor-driven device or vehicle into, along or across any public playground or walking trail which is owned, operated or maintained by the city as a public playground, except upon roadways therein; provided that this section shall not apply to vehicles being used for the purpose of loading or unloading freight therein or in the construction, maintenance or repair of such playground.
(b) 
Any person who violates any provision of this section shall be subject to a fine ranging from fifty dollars ($50.00) to five hundred dollars ($500.00) for each offense. Any infraction of this section is also declared to be a public nuisance which may be summarily abated by any peace officer in the employment of the city by seizure and impoundment of the skateboard, roller skates, roller blades, bicycles, all-terrain vehicle, utility vehicle or other device seized and impounded under this section shall be held for disposition as may be ordered by the court which hears and disposes of the infraction, charge against the offender, or any other court of competent jurisdiction.
