The city council shall be the governing body of the city. The city council shall consist of a mayor and five (5) council members, all of whom shall be elected at large. The mayor and two (2) council members shall be elected in odd-numbered years, and three (3) council members shall be elected in even-numbered years. The terms of the mayor and council members shall be for two (2) years. The city council shall hold at least one (1) regular meeting each month and may hold as many special meetings as may be necessary to conduct city business.
(a)
Beginning with the regular city election of April, 1988, and in all subsequent elections, both regular and special, all council members shall be elected by the place system as provided for in V.T.C.A. Local Government Code, Ch. 21.001.
(b)
In April 1988 regular elections, and all subsequent elections, any candidate for the office of the city council member in any city election shall file his application for a specific place on the council, such as “City Council Member Place No. 1,” “City Council Member Place No. 2,” “City Council Member Place No. 3,” “City Council Member No. 4,” or “City Council Member No. 5.”
(c)
In the April 1988 regular elections, and all subsequent elections, the ballot shall show each office by place number, with the name of each candidate printed thereon under the specific office for which he is a candidate.
(d)
As soon as possible after the adoption of this article, the city council shall assign place numbers to the offices of the city council members held by the incumbent members thereof.
