(a) 
There is hereby created the Katherine Sage Temple Memorial Park Advisory Board.
(b) 
The board shall consist of three members.
(1) 
The current service club president or designee.
(2) 
The current dixie league president or designee.
(3) 
A person appointed by the mayor with the advice and consent of the city council.
(c) 
It shall be the duty of the board to make recommendations to the city council concerning the park and recreational activities within the park, and to solicit private donations to assist in funding park improvements and operations for the benefit of the public.
(d) 
The advisory board will meet annually during the month of April and submit a report to the city council with their recommendations for the use, operation and funding of the park.
(e) 
The park shall be open to the general public, without charge, at times set by the city council.
