(a) 
There is hereby established a public library in and for the City of Pineland to be known as Arthur Temple Memorial Library and Payne Meeting Room.
(b) 
Except for fines and penalties imposed for the violation of the rules and regulations governing such library, the use of the books and other facilities of Pineland Public Library shall be free to the public and no charge for the use of such books and other facilities shall be made.
(c) 
The city council of the City of Pineland, Texas, shall, by resolution from time to time, adopt and promulgate rules and regulations for the proper management and control of Pineland Public Library.
(d) 
The city council of the city in its discretion may include in the budget for city operations appropriations for the operation of Pineland Public Library and may, in its discretion from time to time, appropriate such part of the revenues of the City of Pineland as it deems advisable for the management of the Pineland Public Library.
(e) 
Any real estate and improvements thereon required for use by the City of Pineland as a public library under the terms of this article shall be situated within the corporate limits of the City of Pineland.

(a) 
There is hereby created the Arthur Temple Memorial and Payne Room Library Advisory Board, hereinafter called the “board.”
(b) 
The board shall consist of five (5) citizens of Sabine County, to be appointed by the mayor, with the advice and consent of the city council for a two (2) year term of office corresponding with the term of the mayor.
(c) 
Vacancies in the membership of such board shall be filled in the same manner is other appointments and shall be for the unexpired term thereof.
(d) 
The mayor shall have the power to remove any member of the board at any time with approval of the city council.
(e) 
The board shall adopt rules governing the time and place of its meetings and conduct thereof; and shall elect from its number a chairman, vice-chairman, the librarian shall act as secretary, and such other officers in the judgment of the board as necessary.
(f) 
The board shall have the responsibility to review and advise the mayor and council on the rules and regulations governing the operation of such library and meeting room, the use thereof by the public, and the use of books and other properties of such library by the public.
(g) 
The board can solicit and accept donations, gifts, and contributions for the operation, maintenance and improvement of such library.
(h) 
The board shall annually submit a report to the city council in October each year with their recommendations for improving the library for the benefit of the public generally, and also the board’s recommendations for any capital expenditures in excess of $5,000.00 to be budgeted for the next year.

In order that the Pineland Public Library may derive benefits from participation in the State Library System, the city council hereby accepts the designation of the Pineland Public Library as a community library under the provisions of the State Library Systems Act of 1969.
