(a) 
No person shall ride or drive any animal or operate a vehicle on any street, alley, or highway in the city limits of Pineland at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance on or entering a highway in compliance with legal requirements, and it shall be the duty of all persons to use due care.
(b) 
If any person shall operate or drive any motor vehicle or other vehicle within the corporate limits of the City of Pineland on any street or highway at a greater speed than twenty (20) miles per hour, or any alley or park at a greater speed than fifteen (15) miles per hour, it shall be prima facie evidence of violation of this article, unless signs are erected designating another speed limit.

Whenever the city shall determine upon the basis of an engineering and/or traffic investigation that the thirty (30) miles per hour speed limit hereinbefore set forth is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place, or upon any part of the street or highway, the city shall, upon authorization by the city council by appropriate ordinance, establish such speed limit as shall be effective at all times when appropriate signs giving notice thereof are erected at such intersection or other place or part of the highway or street.

No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation, or in compliance with law, or at the direction of a police officer. Police officers are hereby authorized to enforce this provision by directions to drivers and, in the event of apparent willful disobedience to this provision and refusal to comply with the direction of an officer in accordance herewith, the continued slow operation of a motor vehicle by a driver shall be a misdemeanor.

Where no special hazard exists that requires a lower speed for compliance with Section 12.303 of this article, the speed of riding or driving any animal and the speed of animal-drawn vehicles shall be governed by this section. No person shall ride or drive any animal or operate any animal-drawn vehicle on any highway, road, street, alley, or other public place within the city limits of Pineland, Texas, at a speed in excess of eight (8) miles per hour.

Pursuant to Section 12.304 above, the following highways, streets, or portions thereof shall be designated as special speed zones and it shall be unlawful for any person to drive any vehicle thereon at a speed greater than indicated.
(1) 
It shall be unlawful for any person to drive or operate an automobile, or any kind of motor vehicle, at a rate of speed in excess of twenty (20) miles per hour on those portions of the following named streets in the City of Pineland, Texas, to-wit:
In the 200 and 300 block of Mulberry Street; in the 200 block of Cypress Street; in the 200 block of White Oak Street; in the 300 block of Sycamore Street; and on Temple Avenue from the city limits of the City of Pineland on the north to its intersection with Mulberry Street on the south.
The speed limit on FM 1 in the vicinity of the West Sabine Elementary School shall be thirty (30) miles per hour during certain time periods and appropriate markings and signs designating this area as a school zone forty-five (45) minutes before classes begin, until classes begin, from the beginning to the end of the lunch period (if there is an open campus) and for a thirty (30) minute period beginning at the close of school.
The school speed zone designated shall be as follows: FM 1 at the West Sabine Elementary School, from a point approximately 163 feet south of the north city limits to a point approximately 150 feet south of Maple Street.
The speed limit on the portions of Dogwood Street, Cherry Street, Dutton Street and Beech Street located in Pineland Housing Authority shall be lowered from 20 mph to 10 mph at all times.
The speed limit on the portion of Maple Street beginning at the intersection of Maple Street and Temple Avenue continuing west to Cypress Street shall be lowered from 30 mph to 25 mph.
(2) 
Any person who shall violate any provision of this article shall be fined in any sum as set forth in the general penalty provision in Section 1.109 of this code.

The following speed zones are specifically designated areas in which a rate of speed of thirty (30) mph or more is authorized:
(1) 
US Highway 96, for traffic moving in a southerly direction from the north city limits to the south city limits a distance of 0.128 mile, the speed limit shall be fifty-five (55) mph.
For traffic moving in a northerly direction from the south city limits to the north city limits a distance of 0.128 mile, the speed limit shall be fifty-five (55) mph.
(2) 
FM 1, for traffic moving in either direction from the Pineland north city limits (milepoint 7.180) to a point approximately fifty (50) feet north of Elm Street (milepoint 7.598) a distance of 0.418 mile, the speed limit shall be forty (40) miles per hour.
From a point approximately fifty (50) feet north of Elm Street (milepoint 7.598) to a point approximately twenty-five (25) feet north of Yaupon Street (milepoint 8.011) a distance of 0.413 mile, the speed limit shall be thirty-five (35) miles per hour in either direction.
From a point approximately twenty-five (25) feet north of Yaupon Street (milepoint 8.011) to its intersection with US Highway 96 (milepoint 8.817) a distance of 0.806 mile, the speed limit shall be forty-five (45) miles per hour in either direction.
(3) 
FM 83, for traffic moving in a easterly direction for the first 0.541 mile from the west city limits the speed limit shall be fifty (50) mph. For the next 0.233 mile to its intersection with FM 1 the speed limit shall be forty-five (45) mph. For the next 0.210 mile to the east city limits the speed limit shall be fifty (50) mph.
For traffic moving in a westerly direction for the first 0.210 mile from the east city limits to its intersection with FM 1 the speed limit shall be fifty (50) mph. For the next 0.233 mile from FM 1 the speed limit shall be forty-five (45) mph. For the next 0.511 mile to the west city limits the speed limit shall be fifty (50) mph.
(4) 
FM 2426, for traffic moving in an easterly direction for the first 0.672 mile from its intersection with FM 1 the speed limit shall be forty-five (45) mph. For the next 0.309 mile to the east city limits the speed limit shall be fifty-five (55) mph.
For traffic moving in a westerly direction for the first 0.309 mile from the east city limits the speed limit shall be fifty-five (55) mph. For the next 0.672 mile to its intersection with FM 1 the speed limit shall be forty-five (45) mph.
(5) 
Delta Heights Road, from the beginning going south to the city limits, the speed limit shall be thirty (30) miles per hour.
Maybelle Loop, the entire loop shall have a speed limit of fifteen (15) miles per hour.
