(a) 
The operators of large trucks shall drive and operate these large trucks only on designated truck routes while within the city unless the operator’s destination is so located within the city that there is no reasonable access to the destination by way of a designated truck route. In all cases where operators of large trucks must use city-maintained streets, advanced approval in writing must be obtained from the city.
(b) 
In the event an operator of a large truck must use city-maintained streets to arrive at his destination within the city; the operator shall use every reasonable effort to select the route, which will minimize the use of city-maintained streets.

For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
Designated Truck Routes.
State-maintained highways running through or into the city.
Large Trucks.
Any truck tractor, any road tractor, any motor vehicle with a gross vehicle weight rating in excess of 17,000 pounds according to the manufacturer’s specifications, or any truck with more than three axles. The definition of large truck shall not include school buses, garbage trucks, utility service trucks, and emergency vehicles as they are specifically excepted from this article.

The maximum vehicle load limit on any street of the city, other than those streets designated as U.S. and state highways, shall not exceed a single axle load of twelve thousand (12,000) pounds, a tandem axle load of thirty-six thousand (36,000) pounds, and a gross vehicle weight of forty-eight thousand (48,000) pounds.

Any person who shall violate any provisions of this article will be charged with a class C misdemeanor punishable upon conviction up to a maximum fine in accordance with the general penalty provision found in Section 1.109 of this code. The city may also pursue legal proceedings to collect actual physical damages to public streets resulting from violations of this article.
