(a) No
permit as required by the building code shall be issued until the
fee prescribed in this section shall have been paid. No amendment
to a permit shall be approved until the additional fee, if any, due
to an increase in the estimated cost of the building or structure,
shall have been paid.
(b) For
a permit for the construction or alteration of a building or structure,
the fee shall be at the rate of two dollars ($2.00) per one thousand
dollars ($1,000.00) of the estimated cost up to twenty thousand dollars
($20,000.00), plus one dollar ($1.00) per one thousand dollars ($1,000.00)
of the estimated cost in excess of twenty thousand dollars ($20,000.00)
up to one hundred thousand dollars ($100,000.00), plus fifty cents
($0.50) per one thousand dollars ($1,000.00) of the estimated cost
in excess of one hundred thousand dollars ($100,000.00); but not less
than five dollars ($5.00) in any case; provided that no fee shall
be required when the estimated cost does not exceed two hundred dollars
($200.00).
(c) For
a permit for the removal of a building or structure from one lot to
another, the fee shall be at the rate of two dollars ($2.00) per one
thousand dollars ($1,000.00) of the estimated value of the building
or structure in its completed condition after removal.
(d) For
a permit for the removal of a building or structure to a new location
within the same lot, the fee shall be at the rate of two dollars ($2.00)
per one thousand dollars ($1,000.00) of the estimated cost of moving,
of new foundations, and of work necessary to put the building or structure
in usable condition in its new location.
(e) For
a permit for the demolition of a building or structure the fee shall
be at the rate of five dollars ($5.00) for each ten feet (10') in
the height of such building or structure, plus one percent (1%) additional
for each foot of street frontage of the building or structure in excess
of fifty feet (50').
(f) The
term “estimated cost” as used in this article, means the
reasonable value of all services, labor, materials, and use of scaffolding
and other appliances or devices entering into and necessary to the
prosecution and completion of the work ready for occupancy; provided
that the cost of excavation or grading, and of painting, decorating,
or other work that is merely for embellishment or not necessary for
the safe and lawful use of the building or structure, is not deemed
a part of such estimated cost.

Any persons, firm, or corporation desiring to engage in the
business of electrical construction or of the installation of wiring
and apparatus for electric lights, appliances, heating, or power in
the City of Pineland, Texas, shall, before doing so, obtain a license
therefore, the fee for which shall be ten dollars ($10.00) per year
which shall be paid into the city treasury before such license shall
become effective.

The fee for such permit shall be two dollars ($2.00).

The fee for such permit shall be two dollars ($2.00). Utility
companies shall not be required to pay a fee.

The owner of any substandard building, structure, or premise,
or his authorized representative may appeal from the decision of the
building standards commission by giving notice thereof within ten
(10) days from date of the hearing and file with the city clerk a
fee of ten dollars ($10.00).

A fee of twenty-five dollars ($25.00) shall be required for
each mobile home park license. No city utility service shall be provided
until the permit or license herein provided for shall have been issued.

For validity, a license shall be renewed each year. Upon payment
of an annual fee of twenty-five dollars ($25.00) by licensee, renewal
will be effected by the city secretary. To transfer a license or permit,
a written request to do so shall be submitted to the city secretary.
Upon inspection of the park by the building official, and with his
approval, the city secretary will issue a transfer, the fee therefore
being twenty-five dollars ($25.00).
