All abandoned, stolen or recovered property of every kind, except
motor vehicles, which shall remain with the police department for
a period of four (4) months without being claimed or reclaimed by
the owners, whether known or not, may be sold and disposed of at public
auction, as provided in this article.

The chief of police shall give to the city manager a list of
all property subject to sale under the provisions of this article
and shall thereafter deliver such property, except motor vehicles,
to the city manager before the date of sale and take a receipt therefrom
showing in detail all property so delivered.

A thirty (30) day notice of the time and place of sale of all
stolen or abandoned property, and a descriptive list of the property
to be offered for sale, shall be posted at the door of the courthouse
of the county and at the city hall, and a copy thereof shall be sent
by registered mail to the last known address of the owner, in the
event the name of the owner is known to the city manager; thereafter,
such property shall be offered for sale at public auction to the highest
bidder for each piece of property, or shall be assembled in lots,
whichever will offer the best price obtainable for such property in
the discretion of the city manager.

The public auction provided for in this article shall be conducted
at the place and hour designated in the notice. All sales shall be
for cash.

The city manager shall conduct the public auction provided for
by this article, shall keep an accurate statement of each article
sold and the price bid and paid therefor, and shall make a complete
report in writing to the city secretary of the time, place and manner
of conducting such sale. All funds received on account of such auction
shall be delivered to the city secretary, who shall give a receipt
therefor.

The city secretary shall place all funds received under and
by virtue of this article to the credit of the general fund, which
shall thereafter be disbursed as the city council shall order.
