The “cost of gas” for the purpose of this article is defined to mean the city’s actual cost per MCF of gas delivered at the city gate in any given month multiplied by a fraction, the numerator being the volume of gas delivered to the city gate during the prior twelve (12) month period, and the denominator being the volume of gas sold by the city during the prior twelve (12) month period. The actual cost of gas delivered to the gate station for a given month shall be determined by totaling all costs associated with delivery of said gas to the gate station each month, including the cost of gas purchased, the cost of producing gas from city-owned wells, and the cost of gathering, storing and transmission of said gas, plus or minus revenues derived from gas sales to others and dividing said total costs for the month by the volume of gas delivered through the city gate in that month.
