This Charter shall take effect immediately following adoption
by the voters and shall be fully operable within one (1) year after
adoption except as provided in this Charter.
Nothing in this Charter except as otherwise specifically provided
shall affect or impair the rights or privileges of persons who are
City officials or employees at the time of its adoption.
All codes, ordinances, resolutions, rules and regulations in
force on the effective date of this Charter shall remain in force
until altered, amended or repealed by the Council. The Council shall
review and conform all such codes, ordinances, resolutions, rules
and regulations so transferred within three (3) years from the effective
date of this Charter. All taxes, assessments, liens, encumbrances
and demands, or against the City, fixed or established before such
date, or for the fixing or establishing of which proceedings have
begun at such date, shall be valid when properly fixed or established
either under the law in force at the time of the beginning of such
proceedings or under the law after the adoption of this Charter.
