(a)
All ordinances of the town establishing rules and regulations governing plats and the subdivision of land shall henceforth apply to all land within the extraterritorial jurisdiction of the town.
(b)
The town shall have the right to institute an action in the district court to enjoin the violation of any provision of any such ordinance in the town’s extraterritorial jurisdiction. A fine or criminal penalty prescribed by the ordinance does not apply to a violation in the extraterritorial jurisdiction.
