The purpose of this article is to limit the total of all impervious cover that may be developed on a site in order to protect the Edwards Aquifer Recharge Zone, police and protect watersheds within the city and ETJ, and to prevent flooding in the city and ETJ.

The provisions of this article are applicable to all new development and redevelopment proposed within the city and the ETJ.

Notwithstanding any applicable zoning requirements or steep slope requirements, the total of all impervious cover that may be developed on a site in the Edwards Aquifer Recharge Zone shall not exceed the following percentages of the gross area of the development site:
(1) 
Less than three (3) acres: 40%.
(2) 
Three (3) to five (5) acres: 30%.
(3) 
Greater than five (5) acres: 20%.

A person may request a variance from this article in the same manner and subject to the same conditions as a variance under section 1.07 of exhibit A of the subdivision ordinance.
