(a) 
There is created the position of code enforcement officer for the city. The code enforcement officer shall be designated by and work under the direction of the mayor. The code enforcement officer shall receive such salary as may be established from time to time.
(b) 
The code enforcement officer shall possess all qualifications necessary for registration with the state department of health as provided by V.T.C.A., Occupations Code, chapter 1952, and shall maintain such registration as a condition of continued employment.

(a) 
The code enforcement officer shall enforce the provisions of this code and other city ordinances relating to building standards, fire safety, unsafe buildings, junked vehicles, signs, subdivisions, and animal control, and in addition shall perform other duties as may be ordained from time to time.
(b) 
The code enforcement officer shall be authorized to:
(1) 
Direct the abatement of any nuisance or other code violation within the scope of the enforcement powers set forth in this division;
(2) 
Issue any required notices;
(3) 
Initiate abatement proceedings in conformity with the applicable provisions of this code and state law;
(4) 
Issue any required citations; and
(5) 
Initiate proceedings in the municipal court against persons deemed to be in violation of provisions of this code within the scope of the enforcement powers set forth in this division.

Pursuant to Vernon’s Ann. C.C.P. art. 18.05, the code enforcement officer is authorized to obtain and execute administrative search warrants in connection with any inspection which may be necessary in the performance of the duties set forth in section 9.02.062 and for which a warrant may be required.
