(a) 
The position of gas inspector is hereby created.
(b) 
The gas inspector or his assistants are hereby authorized, empowered and directed to regulate, determine and have general supervision over all gas piping on premises of consumers now or hereafter placed there or in any manner directly attached to any building in the city.
(c) 
The gas inspector and his assistants shall be subject to the order and directions of the city council, and they are hereby vested with the full authority to enter any building or premises at any time in the discharge of their duties and to pass upon and decide any questions arising under the provision of this article, relative to the construction of materials and devices to be used in the construction, erection, alteration or repair of gas piping on consumers’ premises. Under this article the gas company shall not place a meter until the work is satisfactory to the gas inspector and until he has issued a certificate therefor as hereinafter provided.

(a) 
The specifications and requirements in this section shall be observed in order to secure gas. The city gas inspector shall observe and be directed by same before issuing a certificate; the size of the pipe shall not be less than called for in the following tables.
(b) 
All piping shall be new, galvanized pipe and galvanized beaded fittings. No cast iron fittings under three inches shall be allowed.
(c) 
No gasfitter shall install gas piping in any new or old building within the city limits, without first making application and receiving a permit from the city gas inspector for the construction of said work. These permits shall be made in triplicate; one for the city, one for the gas company and one for the party doing the work.
(d) 
Any contracting gasfitter shall pay to the city twenty-five dollars ($25.00) as an occupation fee.
(e) 
In piping houses, the gas company, with the assistance of the city gas inspector, will decide where the meter shall be located, and the fitter shall extend the inlet riser to terminate within six (6) inches of the proposed location of the meter and to the right of the same.
(f) 
The gas company will make all necessary connections with the street main, run pipe to the regulator from the main and set the regulator and if necessary a curb box free of expense to the consumer, but same shall remain the property of the gas company. The line from the regulator to the meter is defined as yard service line, and shall not be run in the same ditch with water or sewer lines.
(g) 
To accommodate different tenants, the gas company will set as many meters as there are separate consumers in a given building, connecting the meters to one service pipe, provided the service pipe is large enough to provide ample supply, provided further, that expenses of this yard service line, or meter loops, and piping from meter to appliance shall be done at the expense of the property owner.
(h) 
Elbows and not knees shall be used on all meter inlet connections. All connections or disconnections of meters for any purpose will be made by employees of the gas company only.
(i) 
Cement shall not be used or caulking done to repair faulty fittings, pipe or work, and all imperfect fittings and pipe must be replaced.
(j) 
In no case shall valves or unions be placed between ceiling and floor or in an inaccessible place, so that stuffing box or valve cannot be repacked or union gasket replacement. Unions shall only be used at water heaters and cookstoves.
(k) 
Air mixers must not be placed in airtight ash boxes; they must be out where free flow of air can reach them at all times. Adjustable mixers must be used.
(l) 
The burr left on inside of gas pipes must in every case be reamed out.
(m) 
All outlets or risers where fixtures are not placed must be left securely capped.
(n) 
All drops and openings for lights must project at least one inch beyond plaster or wall or ceiling and must be securely fastened to joist or studding or to notched or cross-pieces fastened to joist or upright studding.
(o) 
No more than one elbow shall be allowed between burner and mixer.
(p) 
Where pipe runs through stone or brick wall, opening around the pipe must be cemented.
(q) 
No tees will be allowed in service line between curb and meter.
(r) 
No service line will be passed with size less than the size of pipe from meter to first fire.
(s) 
No house line will be passed with less than one-inch pipe to the first fire. Not more than eighty (80) feet of one-inch piping will be allowed in either house piping or yard line.
(t) 
No lines will be passed for fires small than three-quarters (3/4) of an inch. Not more than fifty (50) feet or three-quarters-inch line will be allowed in housing piping.
(u) 
Gasfitters must place heavy brass stopcocks on end of every service line at meter location.
(1) 
No unions or tees will be allowed between meter and regulator except that a union must be provided in regulator riser. In cases where yard is terraced, an offset bend will be made in service line rather than putting in fittings.
(2) 
No service will be allowed to run under houses between regulator and meter location.
(v) 
No pushing will be passed on any pipe whatever; if necessary to reduce size, use reducer.
(w) 
The requiring of vent pipes on appliances is to be left to the discretion of the gas inspector.
(x) 
Under these rules the gas company shall not set a meter until the work is satisfactory to the gas inspector. For determining the minimum size or service at house lines the number of openings shall not be considered to be less than the total number of rooms in the building minus two.
(y) 
The word “opening” signifies the point in the piping where branch line extends to any single outlet from the main reed line.
(z) 
The following specifications for house piping must be strictly adhered to:

(aa) 
When the gasfitter has completed the system of house piping and the yard line and has all full drop and bracket extensions firmly and permanently fastened, he shall test the piping and, if found to be tight, file a written application for test with the city gas inspector. If the pipes are found to be tight and the size in accordance with the city ordinance, then the city gas inspector shall approve same and issue a certificate therefor; the sum of two dollars ($2.00) to be paid by the said fitter completing said work, within twenty-four (24) hours after said test. During the inspection, the fitter, or his representative, may be present. If pipes, fittings, and work do not pass inspection, and it becomes necessary for the inspector to make additional tests, he shall be paid by the fitter one dollar ($1.00) for each such additional inspection.
(bb) 
The piping must be tight under a pressure of fifteen (15) pounds on a mercury column gauge for fifteen (15) minutes. This test shall be made after floors are laid, but before fixtures are connected, and in case of yard line before the ditch is backfilled.
(cc) 
Any additional pipeline or outlet put on after the certificate is granted must be reported to the inspector for inspection and test.
(dd) 
In all cases where gas pipes touch or are in such position that there is likelihood of their being touched by an electric wire or pipe must be insulated at such point.

The provisions of this article shall not apply to the gas piping in houses, or buildings, which are in use at the time this article takes effect, if said piping in such houses or buildings is satisfactory to the gas inspector and if upon test found free from leaks and of sufficient strength to withstand the pressure provided herein; provided, however, that if such piping be altered, changed or additions made thereto, then the terms of this article shall apply to all piping, and to said changes or alterations, in all its terms.

In cases where gas is being furnished to a consumer whose service lines or yard lines are leaking or are otherwise defective, the gas company is hereby authorized to discontinue service immediately, if repairs are not promptly made to the defective piping.

The gas company will not be allowed to connect a meter on any job until the certificate of inspection is on file in their office. Oral clearance will not be considered as a release.

Hereafter, the use of black pipe is permitted in addition to the galvanized pipe for the piping of residences and/or business property in the city where such black pipe is not to be buried in the ground or does not rest upon the ground or soil.
