The city requires surveys of real property prior to the construction, enlargement, alteration, repair, moving, improvement, and/or conversion of any building and/or structure on real property located within the city limits and/or extraterritorial jurisdiction of the city.

(a) 
The city finds that a survey on the real property in question shall be required prior to any of the above-referenced events/conduct.
(b) 
A “survey” is defined as follows: A study, prepared by a licensed and registered surveyor that describes the dimension and location of the real property in question, street rights-of-way and easements, and shall further include a drawing of the real property boundaries and with a written description of these boundaries.
(c) 
Prior to any of the events and/or conduct referenced in this article, an individual/property owner shall obtain the proper building/construction permits from the city.
(d) 
Prior to any of the events and/or conduct referenced in this article, an individual/property owner shall submit a survey to the city.

(a) 
The city code enforcement officer or another official authorized or appointed by the city, shall review the survey for compliance with the city’s existing land use regulations regarding minimum lot size, street access, utility provisions, drainage, setback requirements and flood protection.
(b) 
Any individual/property owner that initiates the construction, erection, enlargement, alteration, repair, conversion, moving, and/or improvement of a building or structure on real property located within the jurisdiction of the city, prior to the submission and approval of a survey, shall be deemed to be in violation of this article. If such a violation is found, any individual/property owner shall be guilty of a class C misdemeanor and fined in an amount not to exceed $500.00. Said fine shall be imposed for each day in which the individual/property owner is found to be in violation of this article.
