(a) 
Code adopted.
For all applicable residential structures under the jurisdiction of the city, there is hereby adopted the 2012 edition of the International Residential Code (published by the International Code Council) (IRC) including its appendices A, B, C, D, E, F, G, H, I, J, and K, together with the local amendments in subsection (b).
(b) 
Local amendments.
The following local amendments are adopted for the International Residential Code:
(1) 
Tiny houses.
The provisions and requirements of the IRC are hereby amended as to the construction, remodeling, extensions, additions, or installation of a tiny house as defined in the zoning ordinance:
(A) 
A tiny house shall be a maximum of 900 square feet excluding porch or deck area.
(B) 
A tiny house that is moved onto land and removed from its wheels to be affixed to the ground shall be connected to municipal utilities in a manner that complies with all applicable plumbing codes and other ordinances. A tiny house that is not affixed to the ground but remains on wheels is deemed to be a recreational vehicle and must comply with ordinances applicable to RVs.
(C) 
A separate permit application, construction documents, and inspections shall be used for permitting of a tiny house, rather than the normal permitting process for a residence. The contents of the application and permit conditions shall be as prescribed by the city in writing. The city may adopt a tiny house permit fee. After review of the application and determining the application and the proposed home complies with this section and other applicable laws, codes regulations and zoning ordinances, the permit shall be issued. Any person whose application for a permit has been denied may, within 10 (ten) days of the denial, request in writing a rehearing on the matter and offer additional evidence at the hearing if desired.
(D) 
A tiny house must be on a foundation with at least six (6) inches of cement footing, which is steel reinforced for loadbearing walls. A tiny home built on a trailer is required to remove the wheels/axles in order to tie down to a foundation as described above.
(E) 
A tiny house must have a driveway.
(F) 
A pre-manufactured tiny house is required to be skirted.
(G) 
A tiny house must be located on a common access route/internal street, and have an assigned address.
(H) 
A tiny house must be connected to available city utilities, which is water and sewer services. Sewer service is essential to dispose of all human waste. Composting toilets are prohibited.
(I) 
A tiny house must pass the inspection of the building official and any satisfy then-currently adopted codes and ordinances as amended.
