In accordance with article 103.0031 of the Texas Code of Criminal Procedure, there shall be imposed an additional fee of thirty percent on all debts and accounts receivable, i.e., fines, fees, restitution, other debts, and costs, that are more than sixty days past due and have been referred to an attorney for collection.

(a) 
There is hereby established a technology fund to be used as described hereafter. The fund shall be supported by a fee in the amount set forth in the fee schedule in appendix A of this code, per conviction, to be paid by those persons convicted of offenses in the city municipal court. For the purpose of this section, a person is convicted if:
(1) 
A sentence is imposed on the person;
(2) 
The person is placed on community supervision, including deferred adjudication community supervision; and
(3) 
The court defers final disposition of the person’s case.
(b) 
The municipal court clerk shall collect the costs and pay the funds to the city secretary for deposit in the fund.
(c) 
The fund created by this section may be used only to finance the purchase of technological enhancements for the municipal court of the city, including those items as specified in V.T.C.A., Code of Criminal Procedure, article 102.0172.

(a) 
There is hereby created and established a municipal court building security fund (the “fund”) pursuant to article 102.017 of the Code of Criminal Procedure.
(b) 
The municipal court of the city is hereby authorized and required to assess a municipal court building security fee (the “fee”) in the amount set forth in the fee schedule in appendix A of this code against all defendants convicted in a trial of a misdemeanor offense by the municipal court. Each misdemeanor conviction shall be subject to a separate assessment of the fee.
(c) 
The municipal court clerk is hereby authorized and required to collect the fee and to pay same to the treasury of the city. All fees so collected and paid over to the treasury of the city shall be segregated in the fund.
(d) 
The fund shall be used only for the purpose of financing the purchase of security devices and/or services for the building or buildings housing the municipal court of the city. “Security devices and/or services” shall include any and all items described in article 102.017(d) of the Code of Criminal Procedure.
(e) 
The fund shall be administered by or under the direction of the city council.
