Ordinances establishing one-way and two-way streets are not
included in this code, but such ordinances are on file in the city
secretary’s office. Ordinances establishing one-way and two-way
streets are specifically saved from repeal upon adoption of the Code
of Ordinances.

It shall be unlawful for any person to drive or operate a motor
vehicle upon any street, roadway or highway in the city limits at
a greater rate of speed than 30 miles per hour, except where speed
zone signs are erected indicating a higher or lower rate of speed,
in which case the speed indicated by the speed zone signs shall be
the maximum speed permitted. It shall be unlawful for any person to
operate a motor vehicle in excess of the speed limits indicated on
any official speed zone sign.

(a) Maximum safe speed.
It shall be unlawful for any person
to drive or operate a motor vehicle upon any street, roadway or highway
in the city limits at a speed greater than is reasonable and prudent
under the conditions then existing, having regard to the actual and
potential hazards when approaching and crossing an intersection or
a railway grade crossing, when traveling upon any narrow or winding
roadway, or when a special hazard exists with respect to pedestrians
or other traffic or by reason of weather or highway conditions; and
in every event, speed shall be so controlled as may be necessary to
avoid colliding with any person, vehicle or other conveyance on or
entering the highway in compliance with legal requirements and the
duty of all persons to use due care.
(b) Specific streets.
Ordinances establishing special speed
limits for specific streets are not included in this code, but such
ordinances are on file in the city secretary’s office. Ordinances
establishing special speed limits are specifically saved from repeal
upon adoption of the Code of Ordinances.

(a) No person shall drive a vehicle upon a street surrounding or adjacent
to city public schools at a speed greater than is reasonable and prudent
under the conditions then existing, having regard to the actual and
potential hazards when approaching a school zone properly posted by
the city, and in every event, speed shall be so controlled as may
be necessary to avoid colliding with any person, vehicle or other
conveyance on or entering such streets in compliance with legal requirements
and the duty of all persons to use due care.
(b) Where no special hazards exist that require lower speed for compliance with subsection
(a) of this section, the speed of any vehicle not in excess of the limit specified in this subsection or otherwise established shall be lawful, but any speed in excess of the limits specified in this subsection or established as otherwise authorized shall be prima facie evidence that the speed is not reasonable or prudent, and that it is unlawful:
(1) On all streets posted by a sign indicating such speed on streets
adjacent and surrounding the public schools, 20 miles per hour.
(2) On all streets posted by a sign indicating such speed on streets
adjacent and surrounding the public schools, 15 miles per hour.
(c) It shall be unlawful and constitute a misdemeanor for all persons
to violate any of the provisions of this section.
