The parks, recreation, and clean city commission shall consist of seven (7) members.

The membership of the parks, recreation, and clean city commission shall be divided into seven (7) places. Each term of office shall be for two (2) years. Even-numbered places (2, 4, and 6) expire May 31 of even-numbered years, and odd-numbered places (1, 3, 5, and 7) expire May 31 of odd-numbered years; provided, however, members shall serve until their successors are appointed.

Commission members shall be appointed by the city council and may be removed with cause by a majority vote of the council. Members may be reappointed upon expiration of their terms. Vacancies shall be filled for unexpired terms thereof.

(a) 
The commission members shall hold no other city office and shall be qualified voters of the city.
(b) 
Members shall be bound by the provisions of article 2.05 of this code, dealing with ethics.
(c) 
The commission is bound by the provisions of the state open meetings law and, except for consultation with the city’s attorney on certain legal matters, will ordinarily hold all of its meetings and workshops in public. Members shall take the oath of office prescribed for city officers.

(a) 
Regular meetings; rescheduling; special meetings.
The commission may hold regular meetings on the second (2nd) Monday of each month at city hall or at such time and place as the commission shall establish. Regular meetings cancelled for any reason shall be rescheduled in the same calendar month and special meetings may called upon the request of the chairperson, three (3) members of the commission, or three (3) members of the council.
(b) 
Agenda.
Items for meetings may be placed on the agenda by any commission member, a member of the city council or the city manager. City staff will administer the agenda, distribute and will not place any item on the agenda without review by the chairperson or the city manager.
(c) 
Quorum; bylaws.
A quorum for any meeting shall be four (4) members. The commission may adopt bylaws.

The board shall select a chairperson who shall preside at the meetings. In the absence of the chairperson, the commission shall select a vice-chairperson who shall preside. The chairperson is not disqualified from voting.

(a) 
Attendance requirements; excused absences.
Should a member fail to attend three (3) announced meetings (regular or otherwise) due to unexcused absences, that member’s office shall automatically be vacated and a vacancy declared in such member’s office. Commission members, by a majority vote, may excuse a fellow member’s absence from meetings for any of the following reasons:
(1) 
Illness.
(2) 
A death in the immediate family.
(3) 
Conflict with work scheduling.
(4) 
Travel.
(5) 
Jury duty.
(6) 
Previously scheduled vacation of the member.
(7) 
A funeral.
(8) 
Unexpected emergency situation that prohibits the member’s attendance.
(b) 
Unexcused absence.
Should a commissioner miss a meeting without providing prior notice by either calling in or in writing to the chairperson or commission secretary [such absence] shall be considered an unexcused absence, “NO SHOW.” Attendance and non-attendance shall be reflected in the official minutes for the meeting.

The city manager shall appoint an administrator and such administrator shall cause the minutes of the meetings to be taken and transcribed and meeting notices posted. The chairperson shall review the minutes before filing, posting and distribution.

The duties of the commission shall include the following:
(1) 
The commission shall act as a recommendation body to the city council concerning the operation and maintenance of city parks and recreation facilities, and the operation of facilities and/or programs sponsored, leased, or contracted for by the city.
(2) 
Any activities involving parks or recreational facilities, owned, contracted for, or leased by the city, or programs sponsored by or contracted for by the city, shall be coordinated with the parks, recreation, and clean city commission.
(3) 
Establish a program to recognize individuals and groups for outstanding accomplishments and/or contributions.
(4) 
Establish programs/projects that advocate beautification of the city.
(5) 
Educate the public towards methods of changing behavioral patterns which result in litter and unclean conditions.
(6) 
Promote and organize cleanup campaigns and beautification projects for medians, rights-of-way, parks, city-owned property, and residential neighborhoods.
(7) 
Canvass citizens when major park changes are proposed for their sector.
(8) 
Attend/participate in conferences/training sessions at local and state level to effectively impact/influence park trends, services, and operations if funding will allow.
(9) 
Provide a year-end summary to the city council on parks and recreation policy, programs, and projects.
(10) 
Serve as liaison for the citizens and public agencies on park activity to stimulate community involvement.
(11) 
Support the city council annual and long-term goals and priorities and all parks, recreation, and beautification projects/programs as requested by the city council or the city manager.
(12) 
Collaboratively work to influence use of parks to generate revenue and visibility for the city.
(13) 
Upon appointment, each commissioner shall be provided a copy of the bylaws and duties of a commissioner, shall review and sign said document, and the document shall be kept on file with the staff liaison.
(14) 
Be a goodwill ambassador for this city and its government.
