The maximum prima facie reasonable and prudent speed limits on the [following] parts of streets within the city is hereby declared to be 20 miles per hour between the hours of 7:30 a.m. and 9:00 a.m., between the hours of 11:00 a.m. and 1:00 p.m., and between the hours of 2:30 p.m. and 4:00 p.m. on school days:

Cardinal Ridge between Truitt Street and Burleson Street.

Forest Hill Drive between a point 54 feet north of Horton Road and extending to Devalcourt Avenue.
