The office of the city treasurer is hereby created; such office shall be filled by appointment upon a majority vote by the city council or by the city manager upon being authorized by a majority vote of the city council. The city treasurer shall be appointed for an indefinite term of office and shall be subject to discharge at the will of the appointing authority.

(a) 
It shall be the duty of the city treasurer to receive and securely keep all moneys belonging to the city and to make all payments for the same upon the order of the mayor, attested by the secretary under the seal of the corporation. No order shall be paid unless said order shall show upon its face that the city council has directed its issuance, and for what purpose. All such payments shall be countersigned by the city manager, city secretary or mayor.
(b) 
It shall further be the duty of the city treasurer to:
(1) 
Be the general accountant of the city, and to keep in books regular accounts of the receipts and disbursements for the city, and separately, under proper heads, each cause of receipt and disbursement, and also accounts with each person, including officers, who have money transactions with the city, crediting accounts allowed by proper authority and specifying the particular transaction to which such entries apply.
(2) 
Keep a register of bonds and bills issued by the city, and all evidence of debt due and payable to it, noting the particulars thereof, and all facts connected therewith, as they occur.
(3) 
Render a full and correct statement of all receipts and payments whensoever the mayor, city council or city manager shall require.
(4) 
Serve as city representative in city financial matters to financial and investment institutions, government agencies, organizations, citizen groups, committees and businesses and to manage financial matters pertaining to city finances and financial operations. Such financial matters include, but are not limited to, conveying the city’s position on financial issues; opening and closing of checking, savings and investment accounts; purchase, sale, redemption and exchange of investment instruments, including certificates of deposit, treasury bills, notes, repurchase agreements, etc.; debt management; authorize inquiry of city accounts by others for credit and other purposes; signing of checks or other instruments for city purchases, payment, payroll, etc., with an authorized countersignature; bid, evaluate and recommend to the city council the depository contract and administer such contract upon award; direct city department heads on financial matters including budget preparation, acquisitions and expenditures; and provide financial advice and counsel to the mayor, city council and city manager on city financial matters.
(c) 
The city treasurer shall perform all such other duties as may be required by law, ordinance, resolution, or order of the city council.

The city treasurer shall receive such compensation as the city council shall fix, from time to time, by ordinance or resolution, and shall furnish such surety bond as may be required by the city council, the premium to be paid by the city.
