Any person operating or seeking to operate, using or permitting to be used within the city any tract of land for a tourist camp or public campground of any kind shall first secure a permit from the city health officer, and such tourist camp or campground must be constructed and operated under the provisions of the sanitary code of this city. Houses erected must be properly ventilated, screened, and furnished with adequate toilet facilities and drinking water approved by the city health department. All food or drink dispensed there must meet with the requirements of the provisions of this code regulating the sale and distribution of the same.
