All the provisions of the Texas Transportation Code and the rules of the road contained in Texas Transportation Code, chapter 541 et seq., including definitions provided therein, are hereby adopted insofar as they are applicable to the city. Any provisions of this chapter conflicting therewith are hereby declared null and void to the extent of such conflict, and the Texas Transportation Code shall apply.

(a) 
No person upon roller skates or riding in, or by means of, any coaster, skateboard, in-line skates, toy vehicle, or similar device shall go upon any roadway except while crossing a street on a crosswalk, and when so crossing such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians.
(b) 
No person upon roller skates or riding in, or by means of, any coaster, bicycle, skateboard, in-line skates, toy vehicle or similar device shall go, travel or skate on or along a sidewalk within the central business district.
(c) 
Whenever any person is riding such a device upon a sidewalk in any district other than the central business district, such person shall then yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such a pedestrian.
(d) 
It shall be unlawful for the parent or legal guardian of any child under ten (10) years of age to intentionally or knowingly allow that child to violate any provision of this section.
