(a)
Establishment of City Manager Form of Government.
The office of city manager shall be formed as follows:
(1)
Appointment.
The city manager shall be appointed by a majority vote of the city council.
(2)
Reporting.
The city manager shall report directly to the city council.
(3)
Term.
The city manger shall hold office at the pleasure of the city council.
(4)
Salary.
The salary paid to the city manager shall be determined by the city council.
(5)
Duties.
The city manager shall serve as the personnel manager, city treasurer and city purchasing agent. The office is vested with such powers and duties of such offices. Additionally, all departments currently existing or to be created are directly under the authority of the city manager. Specific duties include, but are not limited to:
(A)
Enforcement of all city ordinances, rules and regulations.
(B)
Supervision of all municipal programs.
(C)
Preparation and execution of the city's annual budget pursuant to the revenue and expenditure plans adopted by the city council.
(D)
Management of the city's funds, and the preparation of periodic reports which advise the council and the general public of the city's financial condition.
(E)
Provision of information to the city council to facilitate its ability to make informed decisions in the best interests of the city.
(F)
Attendance at all city council meetings to serve as a resource to the city council and the public.
(G)
Drawing the city council's attention to community needs, and recommending alternatives by which the city council can respond to those needs.
(H)
General administrative oversight and management of city operations, business and functions.
(I)
The city manager shall be responsible for supervising, overseeing, managing, evaluating the performance of duties as well as hiring and firing of the following department heads employed by the city:
