(a) 
The city council shall provide up to thirty (30) minutes at regular meetings to hear citizens of the city comments with regard to specific matters under consideration.
(1) 
Any person desiring to participate during the citizen comment portion of the meeting shall complete a sign up to speak form prior to the meeting being called to order and indicate the topic on which they desire to speak. Comments will be limited to the topic indicated on sign-up sheet. Comments made outside the topic indicated on the sign-up sheet shall be considered out of order.
(2) 
No person shall exceed three (3) minutes in his or her presentation to the city council.
(3) 
Groups of more than five (5) persons shall appoint one (1) person to represent their views to the city council. In the event the delegation fails to appoint a spokesman for the group, the city council shall appoint such a spokesman for the group.
(b) 
All persons addressing the city council shall do so from the podium designated by the city council.
(c) 
Public participation is limited to the designated citizen comment forum or during public hearings for items on the meeting agenda. At all other times during the city council meeting, the audience shall not enter into discussion or debate on matters being considered by the city council.
(d) 
The city council may not deliberate on any item not on the agenda. The city council may make a statement of fact or a statement concerning policy regarding comments but shall not deliberate or discuss or make any decision on any subject not on the agenda.

Minutes of all meetings of the council shall be taken in the form and manner required by state law, and such minutes shall constitute a public record.

Regular meetings of the city council shall be held on the first Monday of each calendar month. When appropriate, the mayor or mayor pro tem may instruct the city secretary not to schedule and post a regular meeting, including but not limited to when the meeting would fall during the holidays, when it is known that a quorum will not be available or when there is not sufficient city business to warrant a meeting. Additional meetings of the city council may be scheduled as deemed appropriate and in accordance with state law. The exact time and location for each meeting shall be posted in accordance with the Texas Open Meetings Act.
