A library board is hereby established and given authority to administer and supervise the operation of the Pottsboro Public Library, and is to be known as the Pottsboro Public Library board of trustees. There is hereby vested in such library board of trustees full authority with respect to its administrative, personnel and financial affairs.

The library board is empowered to provide and adopt rules and regulations for its own management of the library and all facilities now or hereafter under its control and rules and regulations for the management of all library officials and employees.

The Pottsboro Public Library Board of Trustees shall consist of a minimum of five (5) trustees up to nine (9) trustees, to be nominated and approved by the city council. The initial board of trustees shall consist of three (3) trustees who shall be appointed to terms of two (2) years and two (2) trustees who shall be appointed for terms of one (1) year. Thereafter, each trustee shall serve a term of two (2) years. In the event that a trustee resigns from the board prior to the completion of that trustee’s term, the city council shall appoint a successor to complete the unexpired term. A trustee may be appointed by the city council to successive terms on the library board of trustees.

The library board of trustees shall elect by a majority vote, a president, secretary, treasurer and other officers as deemed necessary by the board of trustees. The duties and functions of the officers shall be determined by the trustees. The trustees shall meet at such time and place as the trustees shall determine.

(a) 
The library board of trustees shall formulate a detailed budget of estimated expenditures prior to the commencement of each fiscal year of the city. Such proposed budget must be approved by the vote of a majority of the board of trustees at a board meeting convened for the purpose of proposing such budget. Upon approval of the proposed budget by the board, the board shall submit such budget in writing to the city council at such time as may be requested by the city and not later than thirty (30) days prior to the beginning of the city's next ensuing fiscal year. The city council shall adopt a library budget for the use of the library board of trustees in the operation of the Pottsboro Public Library in the amounts determined by the city council.
(b) 
The amount budgeted annually, or appropriated from time to time, by the city council for the support and maintenance of the Pottsboro Public Library shall be held by the treasurer of the city and shall be paid out by him/her in the manner established by the city.
(c) 
Any expenditure of budgeted funds of the library board for which competitive bids are required under the laws of the State of Texas shall have prior approval of the city council.
