The Keep Pottsboro Beautiful Commission is empowered to provide and adopt rules and regulations for its own management of the Keep Pottsboro Beautiful Commission and all facilities now or hereafter under its control and rules and regulations for the management of all officials and employees.

The Keep Pottsboro Beautiful Commission shall consist of six (6) commissioners, to be nominated and approved by the city council. The initial commission shall consist of three (3) commissioners who shall be appointed to terms of two (2) years and three (3) commissioners who shall be appointed for terms of one (1) year. Thereafter, each commissioner shall serve a term of two (2) years. In the event that a commissioner resigns from the commission prior to the completion of that commissioner’s term, the city council shall appoint a successor to complete the unexpired term. A commissioner may be appointed by the city council to successive terms on the Keep Pottsboro Beautiful Commission.

The Keep Pottsboro Beautiful Commission shall elect by a majority vote, a president and a secretary/treasurer whose duties and functions shall be determined by the trustees. The trustees shall meet at such time and place as the trustees shall determine.

(a) 
The Keep Pottsboro Beautiful Commission shall formulate a detailed budget of estimated city expenditures prior to the commencement of each fiscal year of the city. Such proposed budget must be approved by the vote of a majority of the commission at a Keep Pottsboro Beautiful Commission meeting convened for the purpose of proposing such budget. Upon approval of the proposed budget by the commission, the commission shall submit such budget in writing to the city council at such time as may be requested by the city and not later than thirty (30) days prior to the beginning of the city’s next ensuing fiscal year. The city council shall adopt a Keep Pottsboro Beautiful budget for the use of the Keep Pottsboro Beautiful Commission in the operation of the Keep Pottsboro Beautiful in the amounts determined by the city council.
(b) 
Any expenditure of budgeted funds of the Keep Pottsboro Beautiful Commission for which competitive bids are required under the laws of the state shall have prior approval of the city council.
