All speed limits set within the city limits are set out on file in the office of the city secretary.

No person shall drive or operate a motor vehicle, motorcycle, bicycle, motor-driven cycle, motor-assisted cycle, or any other vehicle of any kind upon a public street, parkway or alley within the corporate limits of the city at any speed greater than is reasonable and prudent under the circumstances then existing. It is determined and declared that a reasonable and safe prima facie maximum speed limit in all of the streets and roads within the corporate limits of the city is 25 miles per hour, except as follows:
(1) 
Designated school zones.
(2) 
State Highways and Farm to Market roads inside the city limits.
