A planning and zoning commission is hereby created in order to:
(1) 
Perform all functions necessary to carry out the intent of Articles 1011a to 1011j, Vernon's Statutes of the State of Texas.
(2) 
Review and approve all subdivision plans which may be assigned to it by the statutes of the state and ordinances of the city.
(3) 
Monitor and propose revisions, as appropriate, to the city's comprehensive plan.
(4) 
Advise the city council on matters involving the physical development and improvement of the city.

The planning and zoning board shall be composed of five (5) members who shall be residents of the city. The city council may provide for the appointment of alternate planning and zoning board members to serve in the absence of one or more regular members. An alternate member shall serve for the same period as a regular member and is subject to removal in the same manner as a regular member. A vacancy among the alternate members shall be filled in the same manner as a vacancy among the regular members.

The terms of two (2) of the members shall expire on January 1st of each even-numbered year and the terms of three (3) of the members shall expire on January of each odd-numbered year. The members of the board shall be identified by place numbers one (1) through five (5). The even-numbered places shall expire in the even-numbered years and the odd-numbered place shall expire in the odd-numbered years. Newly appointed members shall be installed at the first regular commission meeting after their appointment.

The commission shall hold an organizational meeting within thirty (30) days after its establishment and in January of each succeeding year and shall elect a chairman and vice-chairman from among its members. The commission shall meet at least four (4) times each year and at such other times as the chairman or the majority of the members of the commission may direct. The commission shall designate the time and place of its meetings, in accordance with the relevant laws of the state. The commission shall adopt its own rules of procedure and keep a record of its proceedings consistent with the provisions of this article and the requirements of the laws of the state.

The commission shall have power and be required to:
(1) 
Perform all functions necessary to carry out the intent of Articles 1011a to 1011j, Vernon's Statutes of the State of Texas, relative to advising the city council in the preparation, adoption and amendment of a comprehensive zoning ordinance for the City of Pottsboro.
(2) 
Perform all functions related to the review and approval of subdivision plans which may be assigned to it by the statutes of the State of Texas and ordinances of the city.
(3) 
Periodically review and suggest changes, where appropriate, in the city's comprehensive plan.
(4) 
Advise the council on matters involving the physical improvement of the city.

Three (3) members of the commission shall constitute a quorum. However, no portion of the comprehensive plan referred to in Section 14.101 shall be recommended for change by less than the affirmative vote of a majority of the entire commission.

The commission shall maintain a record of its meetings and shall report to the city council at least once each year concerning its activities for the past year.

Any member of the planning and zoning commission may be removed by the city council upon written charges and after a public hearing, if requested by the member against whom the charges are brought.

Subject to like provisions being made by the commissioners court of the county, by proper order, duly promulgated and entered on their minutes, and as authorized by the provisions of the Airport Zoning Act, Texas Local Government Code section 241.001 et seq, there is hereby created a joint airport zoning board, to be known as the joint airport zoning board, which board shall have the powers and exercise the duties set forth in Texas Local Government Code, section 241.014.

The North Texas Regional Airport Joint Airport Zoning Board shall be composed of nine (9) members; two (2) members to be appointed by the city council, two (2) members to be appointed by the Denison city council, two (2) members to be appointed by the Sherman city council, and two (2) members to be appointed by the commissioners court of Grayson County, Texas; the ninth (9th) member shall be elected by a majority of the members so appointed and said ninth (9th) member shall serve as chairman of the North Texas Airport Joint Airport Zoning Board.

Exercising its rights as an appointing authority, the city council so chooses to hereby appoint members to a new joint airport board. Therefore city manager and Todd Thompson are hereby appointed as this city’s members on said North Texas Regional Airport Joint Airport Zoning Board and may continue to serve solely at the discretion of this city council.
