All contractor’s performing work in the city requiring a permit as provided in Chapter 14, Exhibit A, Section 30, Building Permits of the Code of Ordinances shall register annually and pay an annual registration fee, as applicable, in the amount of fifty dollars ($50.00) for individual or fifty dollars ($50.00) for a company registration for the first individuals and twenty dollars ($20.00) for each additional individual with a maximum fee of one hundred dollars ($100.00), except for those individuals qualifying for an exemption under Section 3.1201(b) of the Code of Ordinances.

(a) 
Permit Required.
It shall be unlawful for any person, firm or corporation to demolish any building or structure or cause the same to be demolished within the city without first making application for and obtaining a demolition permit from the city and complying with the following:
(1) 
Provide protection for adjoining property and pedestrians in compliance with the provisions of the International Building Code and request approval of the protection provided from the building inspector prior to beginning any demolition work. The building inspector may require additional or lesser protection depending upon the circumstances or the degree of hazard to adjoining properties or pedestrians.
(2) 
All utilities shall be disconnected by the utility companies prior to the issuance of the demolition permit with the exception of the sewer lateral which shall be plugged as directed by the building inspector after the building has been demolished.
(b) 
Permit Fee; Expiration of Permit.
A fifty dollar ($50.00) fee shall be required for a demolition permit; however, each permit shall expire within 90 days from the date of issuance and all demolition and lot cleanup shall be completed by the expiration date. The building inspector may grant an extension of not more than 30 days when weather conditions or other circumstances in the opinion of the inspector justify the granting of an extension.
