(a) 
There is hereby established a service charge of thirty dollars ($30.00) which shall be levied and assessed by the city when an account for any water or sewer provided, furnished, or sold by said city or an account rendered or collected for said city is paid or satisfied by making, drawing, uttering or delivery of any check, draft, or order for the payment of money on any bank, person, firm or corporation at a time when the maker, drawer, or payer thereof does not have sufficient funds, has stopped payment, or closed their account in or on deposit with such check, draft, or order, as well as all other outstanding checks, drafts or orders upon such funds then outstanding, which said service charge shall be billed to and become a part of the account for which any check, draft or order was given in satisfaction therefore.
(b) 
Notification shall be sent to the payer of the returned check, draft, or order for the payment of money allowing ten (10) days to pay for the returned nonsufficient funds (NFS), stop payment or closed account check, draft, or order for the payment of money in full by cash, credit or money order.
(c) 
If payment is not received by the eleventh (11th) business day of the notification, water and sewer services shall be disconnected and not restored until payment has been received in full, if the returned check, draft, or order for the payment of money was for water and/or sewer services.
(d) 
If payment is not received by the twelfth (12th) business day of notification, the city shall forward the returned check, draft, or order for the payment of money to the county district attorney’s office.
(e) 
Services shall not be restored until receipt of full payment has been received by the city.

(a) 
Deposit.
At the time of making application for water services to be provided by the city, a deposit shall be made with the water department of the city in the amount of one hundred dollars ($100.00) for residential owners, one hundred fifty dollars ($150.00) for residential renters and one hundred dollars ($100.00) for commercial. When and if it is found that the deposit required and is collected in accordance herewith is not sufficient to protect said city from losses that may occur over a period of two (2) months, the city council may require an additional cash deposit.
(b) 
Water Deposit Refunds Under Five Dollars.
(1) 
Applications for water deposit refunds shall be applied for in writing and paid in the following manner, in all cases where refunds amount to five dollars ($5.00) or less:
(A) 
When a water consumer, who has made a deposit in accordance with subsection (a) of this section, desires to close their water account with the city, the consumer shall make application for refund by completing a water cancellation.
(B) 
The city clerk is authorized to issue a check or voucher for such consumer deposit in the amount of the statement furnished by the water clerk.
(C) 
Upon presentation of such check or voucher signed and countersigned by the city clerk, and properly endorsed, the treasurer of the city is authorized to deposit the same and charge the appropriate account.
(2) 
At the end of each month a full and complete report of refunds made under this subsection shall be made, under the hand of the city clerk and approved by the city manager. This subsection shall not apply to refunds over five dollars ($5.00).
(c) 
Service Connection Fee.
At the time of making application for utilities services to be provided by the city, a nonrefundable service connection fee shall be made with the water department of the city in the amount of fifty dollars ($50.00).
(d) 
Connection of Water Service.
(1) 
When an application for water services has been provided to the city, services will be provided, if available, within 24 hours.
(2) 
If an application is received by 2:00 p.m. water will be turned on between 4:00 p.m. and 5:00 p.m. of the same day. If application is received after 2:00 p.m., water will be turned on the next business day between 4:00 p.m. and 5:00 p.m.
(3) 
The applicant or their representative shall be present at the property before any water services shall be turned on.
(4) 
In the event that the applicant or their representative is not at the property location between 4:00 p.m. and 5:00 p.m., of the day the water service is scheduled to be turned on, a notice will be given, notifying the applicant that the city was at the location to turn service on and that they must reschedule the water service connection.
(5) 
If a second trip is required an additional twenty-five dollars ($25.00) charge will be billed to the requester.
(e) 
Request to turn water service on or off.
(1) 
Request for the city to turn water on or off for the convenience of the owner, a twenty-five dollar charge will be billed to the requester.
(2) 
If the request is an emergency and the city needs to respond within one hour, a fifty dollar ($50.00) charge will be billed to the requester.

Fees as set forth below plus the actual cost of labor and maintenance are established for the cutting, boring and repair of any paved street, parking lot, sidewalk or alley, to be paid by any person, firm or corporation making application to the city, for water service, when such service has not previously been provided.

When the city is required to reset, replace, repair and/or relocate a meter, meter equipment or metering device as a result of any act, omission or condition causing damage to such meter, meter equipment or metering device and/or any impediment and/or hindrance to the metering process, the customer will be charged a service fee of $50.00 plus all costs of equipment and material, unless said damage, impediment or hindrance is solely caused by the negligent act of an employee of the city and/or a duly authorized city representative acting within the course and scope of his/her employment with the city, then no fee shall be charged.

(a) 
A customer requesting a water meter to be reread will be charged fifteen dollars ($15.00). If the city is in error in the reading, no charge will be made.
(b) 
A customer requesting a water meter to be tested for accuracy will be charged fifty dollars ($50.00). If the city’s meter is not working properly, no charge will be made.

Single-family residence sewerage customers, who are not also water customers of the city, shall pay a flat rate charge of $51.76 per month for sewerage service. All other sewerage customers, who are not also water users of the city, shall pay a flat monthly rate to be determined by the city based on the user’s estimated maximum contribution of wastewater to the sewerage system.

(a) 
If any person shall fail to pay the bill for water service or for sewer service rendered to such person by the city before the expiration of ten (10) days after the date on which such bill is due and payable, the water service of such person shall be discontinued, and such services shall not again be resumed until such person shall have paid the delinquent water and sewer bill in full, together with a reconnection fee of fifty dollars ($50.00). It shall be unlawful for any person, other than a duly authorized employee of the city, to reconnect such service.
(b) 
If any person shall fail to pay the bill for water or sewer service rendered to such person by the city before the expiration of sixty (60) days after the date on which such bill is due and payable, the utility account shall be closed and sent to collection, and such services shall not again be resumed until such person shall have paid the delinquent bill in full, together with a reconnection fee of fifty dollars ($50.00), a new deposit and complete the required paperwork to open a new utility account. It shall be unlawful for any person, other than a duly authorized employee of the city, to reconnect such service.

(a) 
Construction/Bulk Meter Deposit.
A deposit in the amount of one thousand five hundred dollars ($1,500) shall be made prior to the commencement of water services by the city. Upon return of the construction/bulk meter, the city shall take the final bill and offset the amount of the security deposit; any excess shall be refunded to the customer and any shortage shall be billed to the customer following termination.
(b) 
Construction/Hydrant Water Services Provided by the City.
A connection fee for bulk water sold under the provisions of this article is hereby established at a fifty dollars ($50.00) plus the water rates for metered services set forth in Section 5.400 of this appendix.
(c) 
Any individual or contractor failing to pay for services within ten (10) days after the date of billing shall not be provided additional water service until the bill is paid and a deposit in the amount of one hundred dollars ($100.00) is paid to the city to secure payment of future bills.

(a) 
Temporary Connection Fee.
At the time of making application for utilities services to be provided by the city, a nonrefundable temporary water service connection fee shall be made with the water department of the city in the amount of fifty dollars ($50.00). Should the water usages exceed 2,000 gallons the applicant shall be responsible for charges, billed at the normal rates.
(b) 
This fee will cover the use of water services for a three-day period to test and show the property. Twenty-four (24) hour notice must be given to the city before service is connected.
(c) 
The public works department will turn the meter back off, if fifty gallons or more of water runs through the meter and no one is present. This is to prevent flooding and to insure safety of property.
(d) 
If a second trip is required, an additional twenty-five dollar ($25.00) charge will be billed to the requester.

If property is vacant and minimal water usage is needed, winter averaging may be discontinued at any time, upon request in writing, for the purpose of selling or renting the property. This account will be subject to at least a minimum monthly billing charge regardless of usage until written notice to close the account has been submitted by the signed customer to the city water department.
