From and after the effective date of this article all subsequent elections of members of the city council shall be governed by this article, and Places 1 through 4 shall be elected from separate and distinct election districts by the qualified voters of the separate and distinct election districts.
(1) 
Place No. 1 shall be elected by the voters of district No. 1 which is herein after described by metes and bounds on Exhibit “A” attached hereto and made a part hereof for all purposes to the same extent as if copied verbatim herein.
(2) 
Place No. 2 shall be elected by the voters of District No. 2 which is hereinafter described by metes and bounds on Exhibit “B” attached hereto and made a part hereof for all purposes to the same extent as if copied verbatim herein.
(3) 
Place No. 3 shall be elected by voters of District No. 3 which is hereinafter described by metes and bounds on Exhibit “C” attached hereto and made a part hereof for all purposes to the same extent as if copied verbatim herein.
(4) 
Place No. 4 shall be elected by voters of District No. 4 which is hereinafter described by metes and bounds on Exhibit “D” attached hereto and made a part hereof for all purposes to the same extent as if copied verbatim herein.
(5) 
Place No. 5 and the Mayor shall be elected by plurality from the city at large and no description is necessary.

From and after the effective date of this article, all elections shall be held in each district at the polling places set forth below, unless other wise designated by this council in the notice of each election called hereunder:
