(a) 
Except for unusual or unforeseen emergencies, city parks shall be open to the public every day of the year during the hours of 7:00 a.m., CST, until 10:00 p.m., or, unless different opening and closing hours for each individual park shall be posted therein.
(b) 
Park hours may be extended for groups/organizations after receiving written approval from the city manager and/or his/her designee. Any group/organization desiring to conduct a function at city parks shall request, in writing, permission from the city manager. This request shall include the name of the organization, type/purpose of the function, the hours that the event is scheduled to occur, and the name, address, and telephone number of an authorized representative of the group/organization. This request shall be submitted to the city manager not less than 72 (seventy-two) hours prior to the occurrence of the event/function. The city manager and/or his/her designee retains the authority to approve or reject any such request.

Any person convicted of violating any provision of this article or rule promulgated pursuant to this article shall be deemed guilty of a Class “C” misdemeanor and punishable as provided in Section 42.01 of the Texas Penal Code.

No person shall operate or drive a motorized vehicle in any city park except on roads, driveways or parking lots designated for such purpose. The penalty for any such violation shall be as provided in Section 1.702.
