From and after the date of the publication of this article, no wall, structure, building, or part thereof shall be built, enlarged or altered within the city limits of Atlanta, Texas, unless and until information as to the proposed work and materials to be used shall have been submitted to the city manager of the City of Atlanta, Texas, who shall, if the proposed work is not in violation of the ordinances and regulations of such city, issue a permit for the proposed construction. Before such permit is issued, the builder, representative or contractor, may be required to furnish any information regarding the name of the owner, proposed location, character of occupancy, kind of material, plumbing, wiring, roofing, chimney and flue construction, manner and kind of heat to be used, estimated cost of improvements, estimated time for completion and the name of the contractor.

(a) 
It shall be the duty of any builder or contractor or owner to pay, and the duty of the city secretary to collect fees for the issuance of building permits as provided for in the fee schedule found in the appendix of this code.
(b) 
Moving of Building or Structures.
For the moving of any building or structure, the fee shall be as provided for in the fee schedule found in the appendix of this code.
(c) 
Demolition of Building or Structures.
For the demolition of any building or structure, the fee shall be as provided for in the fee schedule found in the appendix of this code.
(d) 
Where work for which a permit is required by this code is started or proceeded with prior to obtaining said permit, the fees herein specified shall be doubled, but the payment of such double fee shall not relieve any persons from fully complying with the requirements of this code in the execution of the work nor from any other penalties prescribed herein.
(e) 
Building permit fees are subject to change and may be changed by resolution of the city council.

(a) 
It shall be unlawful for any contractor or builder to commence or construct any improvement costing more than $1,000.00 without first obtaining the written permit from the city secretary, as herein provided.
(b) 
No building permit will be required upon determination by the building official that the work to be done is replacement work such as re-roofing, fence replacement, etc.

No building shall be moved from one location to another within the city limits of Atlanta, Texas until a permit has been obtained therefore. The city secretary shall be required to keep a record of all building permits issued, which shall be available for inspection of the public.

Any person violating any of the provisions of this article shall be deemed guilty of a misdemeanor and upon conviction shall be fined in accordance with the general penalty provision found in Section 1.106 of this code.
