(a) The following prescribed section of Farm to Market Road 251 as indicated on the attached plan marked “Exhibit A” is regulated as to the speed of motor vehicles traveling thereon in the direction indicated, and it shall be unlawful for the driver of any motor vehicle to drive said vehicle within said section in the direction stated at a speed in excess of the following:
(1) For traffic traveling in a southerly direction on Farm to Market Road 251:
(A) Fifty-Five (55) miles per hour from the north city limits of Atlanta to a point 1.442 miles south, said point being 1,202 feet north of the intersection of FM 251 and FM 785 in the City of Atlanta, except for that portion from a point 1.323 miles south of the north city limits of Atlanta south for a distance of 0.119 miles to a point 1.442 miles south of the north city limits of Atlanta the speed shall be thirty-five (35) miles per hour when school speed zone flashing beacons are in operation;
(B) Forty-Five (45) miles per hour from a point 1.442 miles south of the north city limits of Atlanta, south for a distance of 1.174 miles to a point 2.616 miles south of the north city limits of Atlanta, said point being 206 feet north of East Miller Street;
(C) Thirty-Five (35) miles per hour from a point 2.616 miles south of the north city limits of Atlanta south for a distance of 0.476 miles to a point 3.092 miles south of the north city limits of Atlanta, said point being 230 feet north of Haw Creek Bridge.
(D) Forty-Five (45) miles per hour from a point 3.092 miles south of the north city limits of Atlanta, south for a distance of 0.483 miles to a point 3.575 miles south of the north city limits of Atlanta said point being 325 feet south of the intersection of SH 77 and FM 251 in Atlanta.
(E) Fifty-Five (55) miles per hour from a point 3.575 miles south of the north city limits of Atlanta south for a distance of 1.265 miles to a point 4.840 miles south of the north city limits of Atlanta, said point being south city limits of Atlanta.
(2) For traffic traveling in a northerly direction on Farm to Market Road 251:
(A) Fifty-Five (55) miles per hour from the south city limits of Atlanta to a point 1.390 miles north, said point being 336 feet north of the intersection of SH 77 and FM 251 in Atlanta.
(B) Forty-Five (45) miles per hour from a point 1.390 miles north of the south city limits of Atlanta for a distance of 0.358 miles north, to a point 1.748 miles north of the south city limits of Atlanta, said point being 230 feet north of Haw Creek Bridge.
(C) Thirty-Five (35) miles per hour from a point 1.748 miles north of the south city limits of Atlanta, for a distance of 0.476 miles north, to a point 2.224 miles north of the south city limits of Atlanta, said point being 206 feet north of East Miller Street;
(D) Forty-Five (45) miles per hour from a point 2.224 miles north of the south city limits of Atlanta for a distance of 1.274 miles north to a point 3.498 miles north of the south city limits of Atlanta, said point being 1,730 feet north of the intersection of FM 251 and FM 785 in the City of Atlanta, except for that portion from a point 3.379 miles north of the south city limits of Atlanta, north for a distance of 0.119 miles to a point 3.498 miles north of the south city limits of Atlanta, the speed shall be thirty-five (35) miles per hour when school speed zone flashing beacons are in operation.
(E) Fifty-Five (55) miles per hour from a point 3.498 miles north of the south city limits of Atlanta, for a distance of 1.342 miles north to a point 4.840 miles north of the south city limits of Atlanta, said point being the north city limits of Atlanta.
(b) The hereinabove speeds for vehicular traffic traveling upon the hereinabove designated section of Farm to Market Road 251 in the direction herein specified be and they are hereby found to be reasonable and safe prima speed limits therefor. The fact that this regulation of the speed of motor vehicles is needed, creates an emergency which is for the immediate preservation of public safety and general welfare, requires that this article take effect immediately from and after its passage and it is accordingly so ordained.
(c) The State Department of Highways and Public Transportation is authorized to erect signs indicating the speed limits herein designated.
(d) Any person violating any provision of this article shall upon conviction be deemed guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in Section
1.106 of this code.
