(a) 
It shall hereafter be unlawful for any person or persons to do, commit, or assist in committing any of the following things or acts in the City of Atlanta, Texas:
(1) 
To resort to any fraudulent device or arrangement for the purpose of procuring water for himself or others from private connections on premises, without notifying the city secretary of such device or arrangement.
(2) 
To make or permit to be made any connections with the main or service pipes of the water works system, or to turn on or use the water of said system, without first obtaining a permit therefore from the city secretary of said City of Atlanta.
(3) 
To make or permit to be made any connection with the sewer lines of said city without first obtaining a permit therefore from the city secretary.
(4) 
To remove or in any manner change, interfere with, or tamper with any water meter installed or placed by the City of Atlanta.
(5) 
To put into the city sewer lines directly or indirectly, any offal, refuse or waste matter reasonably calculated to stop up or clog said lines.
(6) 
To go upon ascend the stairway or steps, on any elevated water storage tank or standpipe of the water works system, except by permission of the superintendent of the water works of said city.
(7) 
To trespass in any manner, or to tamper in any manner with the water works system, including the pumping stations and houses of said water works, or with the sewage disposal unit or any of the water or sewer lines of the City of Atlanta without permission from the water works superintendent.
(b) 
From and after the date of the publication of this article any person, firm, partnership, association of persons, or corporation, or any agent or employee thereof, who shall violate any of the rules and regulations or provisions of this article, or any part of it or portion thereof, by any act either of omission or commission, or cause the same to be done shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine in accordance with the general penalty provision found in Section 1.106 of this code.
