(a) 
Beginning the 22nd day of July, 2014, and continuing monthly thereafter each aircraft owner utilizing a “T-hangar” or other such structure for the storage of aircraft shall pay to the city a monthly rental fee being the greater amount of the following:
(1) 
Two cents ($0.02) per square foot of land utilized by said hangar of similar structure; or
(2) 
Each aircraft owner using field storage or tie down facilities provided by the city shall pay to the city a monthly rental fee of five dollars ($5.00).
(b) 
Each aircraft owner utilizing a “T-hangar” or similar structure, or claiming ownership in any “T-hangar” or similar structure, on or before the 1st day of August, 2014, shall every five years execute a hangar site lease agreement with the city on a uniform form prepared and approved by the city attorney.
(c) 
Each aircraft owner renting a hangar owned by the city shall pay a monthly fee of $185.00 per month. Occupants of a city-owned hangar shall execute an annual lease on a uniform form approved by the city attorney.
