The license fee for an itinerant merchant or itinerant vendor shall be $60.00. Provided, however, when any person, firm, company, partnership, corporation or association engages in any activity mentioned in Chapter 4, Article 4.200, Section 4.202, through one or more agents or employees, such person, firm, company, partnership, corporation or association shall, in addition to said $60.00 fee above mentioned, pay a license fee of $10.00 for each agent or employee so engaged, all of which licenses shall be valid for one year from the date of their issuance. The fees herein provided for shall be used for the purpose of defraying expenses incident to the issuing of said licenses.

The city secretary is authorized to collect the following annual license fee for each location of any pool hall, recreation hall, or recreational area owned and operated for profit, to wit: the sum of fifty dollars ($50.00) for each license issued and a like sum for each renewal thereof.

In order to defray a part of the expense necessary to provide for the surveillance, supervision and inspection of motor vehicle junkyards required under the terms of Article 4.800 of this code, there is hereby fixed a license fee which shall be collected from any person operating a motor vehicle junkyard in said city in the amount of fifty dollars ($50.00) per year, if the land used or to be used for such yard or business shall be one (1) acre or less, and seventy-five dollars ($75.00) per year if such land shall be in excess of one (1) acre.

Before a certificate is issued or renewed, an annual fee of $100.00 shall be paid, which may be subject to change from time to time by the city council in the form of a resolution. This fee shall not be prorated for fractional parts of a calendar year. The operator making application for renewal of a certificate shall do so prior to October 1 of any year.

(b) 
Atlanta Memorial Hospital and Brooks Hospital, Inc., shall pay three hundred dollars ($300.00) for the temporary transfer of patients from the City of Atlanta to the City of Texarkana, and return, for diagnostic purposes.
(c) 
The special rate to be charged for the services set forth in this article shall apply only to accounts paid within thirty (30) days from the billing date.
(d) 
Ambulance service rates are subject to change and may be changed by resolution of the city council.
