(a) 
The mayor, or in his absence the mayor pro tem, shall determine and establish such committees of councilmen, citizens of the city, or councilmen and citizens of the city, subject to council approval, in any combination, as necessary to aid and assist the city council in governing the city or to conduct the affairs of government of the city.
(b) 
The mayor, or in his absence the mayor pro tem, shall appoint the members of the various committees, boards, commissions and/or advisory groups, subject to council approval, as then necessary to the function of the city council and governing the city, as may be established by the Code of Ordinances as it may be amended, or as may be established by resolution of the city council, unless expressly prohibited thereby from doing so.
(c) 
In the appointment of the members of the committees, boards and commissions, subject to council approval, as may be established by ordinance, custom or practice, or resolution, the mayor shall, at least annually, designate the chairman thereof and, in the case of a vacancy on the committee, board or commission, the mayor, or the mayor pro tem acting in his absence, may designate a new chairman, subject to council approval, if the vacancy being filled is that of the old chairman.

There is hereby created the Randolph Recreation Center advisory board, to be composed of seven (7) members. All members shall be appointed by the city council upon recommendation of the mayor and shall be registered voters in this state, except for one member who shall, at the time of appointment, be between and ages of fifteen (15) and seventeen (17) and need not be a registered voter of this state, and all shall be residents of this county. Members shall have three-year terms, except as hereinafter provided for student members and except for the first six (6) non-student members, three (3) of whom shall have three-year terms and two (2) of whom shall have two-year terms and one (1) of whom shall have a one-year term. Student members may not serve more than two (2) years or longer than the time of graduation from high school, whichever is shorter. Non-student members may not serve more than (2) consecutive terms or six (6) years, whichever is longer. After the initial appointments are made to the advisory board, appointments to the advisory board shall be made as soon as practicable after the existence of a vacancy, either by the expiration of a term, resignation, death or as may be required by operation of rule or regulation adopted by the board and approved by the city council. Persons desirous of being appointed to such advisory board may submit an application at any time.

All members of the Randolph Recreation Center advisory committee shall serve without compensation but may be reimbursed for all expenses reasonably incurred in the performance of their duties as members of such board, when authorized by the city council.

(a) 
The Randolph Recreation Center advisory board shall select from among its members a chairman and a vice-chairman, and it shall adopt, subject to the approval of the city council, such rules and regulations governing its proceedings as it may deem proper. Such rules and regulations shall not be inconsistent with the ordinances of the city.
(b) 
The advisory board shall appoint a secretary, who may, but need not be, a member of the board. The secretary shall keep a record of all transactions of the board.

The Randolph Recreation Center advisory board shall from time to time make such studies and surveys of recreation needs and desires of the citizens of the city as may be useful in determining and ensuring that the city is offering such programs that are desirable and beneficial to the citizens of the city and keeping the Randolph Recreation Center efficient and adequate to the recreation needs of the city and of its citizens. It shall make recommendations to the city council in respect to expenses, improvements, maintenance and operation of such recreation center. It shall call the city manager’s attention to any failure of personnel of the recreation center to carry out any orders or policies adopted by the city council; and it shall, acting in an advisory capacity, work toward the general improvement of the recreational needs of the citizens of the city.
