If donations and/or funds raised by the museum and archive board of directors as created in this article are insufficient to operate and maintain the museum and archive, the museum and archive board of directors shall submit a budget annually requesting such part of revenues of the city as may be necessary for the maintenance and growth of the museum and archive. A copy of all statements and reports of the treasurer of the museum board of directors shall be submitted to the city council with a minimum of one (1) financial statement during each calendar year.

(a) 
Appointment.
A museum and archive committee of three (3) members of the city council, whose purpose shall be to serve as liaison between the museum and archive and the city council, shall be appointed annually by the mayor of the city on the same date and at the time other standing committees are appointed. This committee shall be called the museum and archive committee.
(b) 
Duties.
The Fayette Heritage Museum and Archive committee shall supervise the operations of the museum and archive board of directors and shall submit to the city council for approval the rules and regulations, and the amendments thereof, as formulated by the Fayette Heritage Museum and Archive board of directors for the management of the museum and archive. A copy of the approved rules and regulations shall be kept in the museum office and the office of the city secretary.

(a) 
Created; bylaws.
There is hereby created the Fayette Heritage Museum and Archive board of directors to advise, counsel and assist the city council in the operation and maintenance of the museum and archive created in this article. The museum and archive board of directors shall be empowered to adopt, subject to approval by the city council, bylaws governing its operation.
(b) 
President to represent board.
All requests for expenditures and city services made by the museum and archive board of directors shall be made through the office of its president, or, in his absence, its next duly authorized officer.
(c) 
Expenditures.
All expenditures and commitments involving city services to be made by the museum and archive board of directors and any other actions contemplating the use of public funds shall be made with purchase orders and only as provided in the budget adopted by the city council.
(d) 
Compensation of members.
All members of the museum and archive board of directors shall serve without remuneration.
(e) 
Gifts and donations.
The museum and archive board of directors shall be empowered to accept and/or hold gifts in the name of the museum or the archive as created in this article. In the event of dissolution, all gifts, monies and/or properties of any kind of the museum or archive shall become the property of the city.
