There is hereby adopted by reference the International Property Maintenance Code, 2018 edition, published by the International Code Council, Inc., which code is in full force and effect in the city as if set out fully in this article. A copy of the code shall remain on file in the office of the city secretary.

The purpose of this code and the regulations contained therein is to regulate and govern the conditions and maintenance of all property, buildings and structures by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use, and the condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such existing structures as herein provided, and providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said International Property Maintenance Code on file in the office of the city are hereby referred to, adopted and made a part hereof, as if fully set out in this article. A copy of the code shall remain on file in the office of the city secretary.

The following sections of the 2003 International Property Maintenance Code are hereby revised:
Section 101.1 is revised by replacing the words “[NAME OF JURISDICTION]” with “City of La Grange, Texas.”
The title of section 103 is revised by replacing the words “DEPARTMENT OF PROPERTY MAINTENANCE INSPECTION” with “PROPERTY MAINTENANCE INSPECTION.”
Section 103.1 is revised by substituting the following language:
The person charged with the enforcement of this code shall be the building inspector or, in his/her absence, the city manager or his/her designee. All references to the department of property maintenance in this code are deleted and the words “building inspector or, in his/her absence, the city manager or his/her designee” are substituted therefor. Wherever the term “code official” is used in this code, the term “building inspector, or in his/her absence, the city manager or his/her designee” is substituted therefor.
Section 103.5 is revised by replacing the words “[APPROPRIATE SCHEDULE]” with “See fee schedule in chapter 3, article 3.02, Building Regulations, Code of Ordinances, City of La Grange, Texas.”
Section 104.2 is revised by replacing the words “to adopt and promulgate rules and procedures” with “to promulgate rules and propose their adoption by the city council of the City of La Grange, Texas, and to adopt and promulgate procedures.”
Section 302.4 is revised by replacing the words “(jurisdiction to insert height in inches)” with “12 inches.”
Section 304.14 is revised by replacing the words “[DATE]” and “[DATE]” with the words “screens shall be required year-round.”
Section 602.3 is revised by replacing the words “[DATE]” and “[DATE]” with the words “heat shall be provided at all times.”
Section 602.4 is revised by replacing the words “[DATE]” and “[DATE]” with the words “heat shall be provided at all times.”
