(a) 
A person convicted for a misdemeanor offense in municipal court shall be assessed a fee of three dollars ($3.00) as court costs for each said offense. The fee shall be collected by the clerk of the court for deposit to a special fund designated as the “municipal court security fund.” Money in the fund may be used only to finance items as enumerated in the Texas Code of Criminal Procedure, art. 102.017, when such items are used for the purpose of providing security services for buildings housing a municipal court. The funds shall be administered under the direction of the city council pursuant to Texas Code of Criminal Procedure, art. 102.017.
(b) 
The definitions and meanings of such terms and words and phrases used in this section which are also used in Texas Code of Criminal Procedure art. 102.017 shall have the same definitions and meanings as those same terms, words and phrases have in said Texas Code of Criminal Procedure art. 102.017.

The funds shall be administered under the direction of the city council pursuant to Texas Code of Criminal Procedure, art. 102.0172.
(b) 
The definitions and meanings of such terms and words and phrases used in this section which are also used in Texas Code of Criminal Procedure art. 102.0172 shall have the same definitions and meanings as those same terms, words and phrases have in said Texas Code of Criminal Procedure art. 102.0172.

In accordance with article 103.0031 of the Texas Code of Criminal Procedure, there is hereby imposed an additional fee of thirty percent (30%) on all debts and accounts receivable, i.e.: fines, fees, court costs, restitution, and other debts that are more than sixty (60) days past due and have been referred to a private law firm for collections.
