There is hereby established a uniform system of numbering all erections, houses and buildings fronting on all streets and public ways in the city, and all erections, houses and buildings shall be numbered in accordance with the provisions of this division.

Jefferson Street shall constitute the base line for all numbering on the streets running north and south, and Travis Street shall constitute the base line for all numbering on the streets running east and west.

(a) 
The erections, houses and buildings fronting streets from the east and fronting streets from the south shall bear even numbers in their last figure. Erections, houses and buildings fronting streets from the west and from the north shall bear odd numbers in their last figure. The erections, houses and buildings fronting streets running north and south shall be numbered from the base line; such numbers shall be zero at the base line and not to exceed the number 99 at the end of the first block either north or south of the base line, and 101 at the beginning and not to exceed the number 199 at the end of the second block either north or south of the base line. Such system shall be followed in numbering all of the streets running north and south in the city. Erections, houses and buildings fronting streets running east and west shall be numbered from the same base line; such numbers shall be zero at the base line and not to exceed the number 99 at the end of the first block either east or west of the base line, and 101 at the beginning and not to exceed the number 199 at the end of the second block either east or west of the base line. Such system shall be followed in numbering all streets running east and west in the city.
(b) 
Any block located upon streets which do not intersect the base lines shall bear the 100 numbers of the corresponding block nearest the same location which does intersect the base line.
(c) 
In each block, each ten (10) feet of frontage shall be deemed the unit for determining the last figure of the number to be used. From the corner of each block nearest its respective base line, each ten (10) feet of frontage, or fraction thereof, shall be given a number.
(d) 
Where any erection, house or building has more than one (1) door serving separate occupants, a separate number shall be assigned to each door serving a separate occupant provided the building is ten (10) feet or more in width. If the building is not ten (10) feet or more in width and the entrances are not that far apart, section 3.14.034 shall apply as to number.
(e) 
Erections, houses and buildings fronting on two (2) or more streets shall have a number assigned only to the main entrance unless other entrances serve different occupants.

When only one (1) number can be assigned to any erection, house or building, and the owner, occupant or agent of such erection, house or building shall desire distinctive numbers for the upper and lower portion of such erection, house or building or for any part of such erection, house or building fronting on any street, such owner, occupant or agent shall use the suffix “A,” “B,” “C,” as may be required.

All lots or parts of lots, erections, houses or buildings located on those portions of any street extending north and south and being north of the Travis Street base line shall be known and designated as “North” and all south of the Travis Street base line shall be known and designated as “South,” and all located on all those portions of any street extending east and west and being east of the Jefferson Street base line shall be known as “East” and all west of the Jefferson Street base line shall be known as “West.” The prefixes shall be placed before the proper name of the street as “West Travis Street,” “North Jefferson Street,” etc.

In case of doubt or where a question arises as to the proper number to be assigned to any lot, erection, house or building, the city secretary shall decide the question and assign the number of such lot, erection, house or building.

(a) 
The city council shall complete the necessary survey to be made and there shall be assigned to each erection, house and building located on any street, alley or highway in the city its respective number under the uniform system provided for in this division. When the survey provided for in this section shall have been completed and each erection, house and building has been assigned its respective number, the owner thereof shall place or cause to be placed upon each such erection, house or building controlled by him, the number assigned thereto under the uniform system provided for in this division.
(b) 
Such number shall be placed within thirty (30) days after the assigning of the proper number. The costs of the number and replacement shall be paid for by the property owner. The number shall not be less than three (3) inches in height.
(c) 
The number plate placed upon any erection, house or building shall be of metal or wood, or may be painted, and such number shall be conspicuously placed immediately above, on or at the side of the proper entrance door of each building so that the number can be seen plainly from the street.

For the purpose of facilitating a correct numbering, a card index, file and/or a plat book of all streets, alleys, public ways and highways within the city showing the proper number of all lots, erections, houses and buildings fronting upon all streets, public ways and highways shall be kept in the office of the city secretary.

Whenever any erection, house, building or structure shall be erected or located in the city after the entire work of establishing a uniform system of house numbering has been completed, in order to preserve the continuity and uniformity of numbers of the erections, houses, buildings and structures, it shall be the duty of the owner to procure the correct number as designated from the city secretary for the property and to immediately fasten the number so assigned upon the erection, house, building or structure as provided by this division. No building permit shall be issued for any erection, house, building or structure until the owner has procured from the city secretary the official number of the premises.

If the owner or occupant of any erection, house, building or structure shall neglect, fail or refuse for a period of thirty (30) days to duly and properly attach and maintain the proper number on such erection, house, building or structure, or shall neglect, fail or refuse to properly maintain such number after it has once been properly attached on such erection, house, building or structure, the chief of police shall serve upon him a notice requiring such owner or occupant to properly number or maintain the same, and if he neglects, fails or refuses to do so for fifteen (15) days after the service of such notice, he shall be deemed guilty of having violated this division. Each day of such violation shall be a separate offense.
