The specifications set out in this division shall govern the construction of all concrete sidewalk, concrete curb and concrete curb and gutter combined in the city. In case any part of the specifications be not clearly understood, the interpretation of the city manager shall be accepted as final.

All materials shall be examined by the city manager and must be declared suitable for use before such materials are used. If the city manager deems advisable, he may require a laboratory test report on any material submitted for his approval.

(a) 
Sidewalk, curb, and curb and gutter combined shall be poured in two (2) courses; the first or base course shall be mixed in the proportion of one (1) part portland cement, two (2) parts clean sharp sand, four (4) parts gravel or crushed stone, parts by volume. One (1) sack of cement weighing ninety-four (94) pounds shall be considered as one (1) cubic foot.
(b) 
The second or topping course shall be mixed in the proportion of one (1) part portland cement and one and one-half (1-1/2) parts sand.
(c) 
The second course shall be poured not less than two (2) hours nor more than twelve (12) hours after the base course is poured.
(d) 
All sidewalks shall be finished with a steel trowel and marked at four-foot intervals with a steel pointing trowel. Curbs and gutters may be finished with a wood float or with a steel trowel and marked with a steel pointing trowel at six-foot intervals.
(e) 
Expansion joints or some approved commercial type not less than one-half inch nor more than three-fourths inch thick shall be placed at intervals of thirty-six (36) feet in both sidewalk and curb and gutter.

All sidewalk, curb and curb and gutter shall be constructed to conform to lines and grades set by the city manager, which shall be designated by stakes set at the proper points.

All concrete shall be covered with a layer of sand or earth not less than one inch deep while the concrete is curing. This covering shall be kept continuously damp until the concrete is thoroughly cured.

All dimensions of sidewalks, curbs and curbs and gutters and the thickness of the two (2) courses shall be governed by the plans approved by the city council.

The contractor shall state in his bid, which becomes part of the contract, the time in which he agrees to complete the work. The city shall be entitled to collect as liquidated damages the sum of twenty dollars ($20.00) for each day after the stated time is up, until the work is satisfactorily completed. The city may hold or deduct the amount due on this account from any estimates which may be due or may become due the contractor.

At any time when the weather conditions are unfavorable in the opinion of the city manager for the proper carrying on of the work, he may order the contractor, in writing, to stop the work until such time as the weather conditions become favorable. No time the contractor is idle on this account shall be counted in the time the contract is to be completed and no damages may be collected if the time limit is exceeded on this account.

The contractor shall furnish a good, sound and reliable bond in the amount of one-half the total contract price, to ensure the faithful performance of the work called for in the contract.
