(a) 
Definitions.
In this section:
Combustible liquids.
Those liquids defined as combustible in the International Fire Code and known therein as class II and class III liquids.
Established motor vehicle routes.
The following routes, to be used by motor vehicles transporting hazardous materials, flammable liquids, combustible liquids and/or explosive materials:
(1) 
For traffic southbound on U.S. Highway 77, the established motor vehicle route shall be U.S. Highway 77 south to State Highway 71 (bypass) west, to State Highway 71 (business) east, to Farm to Market Road 609 south, to Farm to Market Road 2436 east, to U.S. Highway 77 south;
(2) 
For traffic northbound on U.S. Highway 77, the established motor vehicle route shall be U.S. Highway 77 north to Farm to Market Road 2436 west, to Farm to Market Road 609 north, to State Highway 71 (business) west, to State Highway 71 (bypass) east, to U.S. Highway 77 north;
(3) 
For traffic eastbound on State Highway 71, the established motor vehicle route shall be State Highway 71 east, to State Highway 71 (bypass) east;
(4) 
For traffic westbound on State Highway 71, the established motor vehicle route shall be State Highway 71 west to State Highway 71 (bypass) west; and
(5) 
For traffic westbound on State Highway 159, the established motor vehicle route shall be State Highway 71 (bypass) west.
Explosive materials.
Explosive blasting agents and detonators as defined and identified in the International Fire Code.
Flammable liquids.
Those liquids defined in the International Fire Code and known therein as class I liquids.
Hazardous materials.
Those materials classified as hazardous by the United States government through the Secretary of Transportation pursuant to authority under 49 U.S.C.A. section 1801 et seq. (1976), including explosives, blasting agents and explosive ingredients defined and identified in the International Fire Code previously adopted, and further including hazardous materials listed in said International Fire Code.
(b) 
Use of established routes required.
No person shall transport hazardous materials, flammable liquids, combustible liquids or explosive materials within the corporate city limits except within or upon established motor vehicle routes as herein defined, or upon those portions or segments of such established motor vehicle routes which are situated within the corporate city limits.
(c) 
Exception.
The prohibition of subsection (b) shall not apply if either the destination point or the departure point of the motor vehicle transporting hazardous materials, flammable liquids, combustible liquids or explosive materials is a location within the corporate limits of the city.
(d) 
Placement of signs.
The chief of police of the city, and those persons acting under him or at his direction, shall assist and cooperate in the placement and installation of signs and such other markings as may be necessary to advise the motoring public of said established motor vehicle routes to be utilized for the transportation of such materials and liquids as hereinbefore defined.
(e) 
Penalty.
The failure to observe signs upon their placement along said portions of U.S. Highway 77 (north and south), State Highway 71 (east and west) and State Highway 159 (west), and upon the established motor vehicle routes, as hereinbefore defined, in the manner provided herein shall constitute a violation of the ordinances of the city and the laws of the state, as applicable, and if a violation of the ordinances of the city, each violation in the way of failure to observe such signs shall be punishable by a fine not to exceed two hundred dollars ($200.00).
(f) 
Enforcement.
The chief of police of the city and each of the police officers of the city is directed to enforce the mandates of such signs and prosecute all violations.
